The City of Kent is currently seeking an experienced Communication and Public Engagement Coordinator in our Police Department. The person in this role will be responsible for establishing a cohesive approach to marketing and engagement that is in line with the goals and objectives of the department. Essential functions will include developing and maintaining effective ways of communicating with a diverse audience.  The successful candidate will be creative and have both the vision and direction necessary to ensure the implementation and smooth execution of marketing efforts across the department. The recruitment process for this position will include the following:
  • written exercise- 20% final weight (70% passing score required)
  • oral presentation- 20% final weight (70% passing score required)
  • oral board interview- 60% final weight (70% passing score required)
Successful candidates will be placed on an eligibility list and will undergo an extensive background check as well as a polygraph examination.

Under the direction of the Police Chief or assigned designee, coordinate the execution of creative informational and engagement campaigns utilizing multi-platform communications for the Police Department.  The incumbent is a member of the Police Command Staff. 
 
Work is performed under direction of the Chief or assigned designee. The incumbent will routinely work collaboratively with Command Staff Personnel to meet communication and engagement objectives department-wide.  The achievement of this work will entail occasional electronic or in-person response to active incidents after hours and on weekends.
 Essential Duties and Responsibilities:

The incumbent will actively work to achieve the Police Departments mission and exemplify the department's values. The foundational objectives of this position include:
  • Oversee Public Communications
    • Provide accurate and timely information to the community
    • Provide a forum for community input and feedback
    • Showcase positive outcomes, achievements and benefits to the public from the efforts of Police Department Employees
    • Respond to inquiries received through social media outlet
    • Facilitate and participate in public engagement opportunities such as community meetings

      • Service Club Presentations
      • Chamber Lunches
  • Oversee Communications from the Office of the Chief
    • Prepare key talking points and messaging for media releases and press conferences
    • Prepare for talking points and messaging for public speaking engagements
    • Aid the Chief in preparing periodic writings to the public like off-editorial pieces
    • Assist the Chief and Command Staff Personnel with internal communication strategy and content
       
  • Support to the Public Information Officers
    • Provide ongoing training and development of the PIO cadre
    • Assist with media inquiry response
    • Conduct on TV and electronic media interviews in conjunction with PIOs as needed
    • Establish and maintain strong partnerships with the media to ensure our story/message gets coverage
  • Oversee department digital communication efforts
    • Oversight and architecture of web sites and social media channels
    • Develop and institute a yearly social media event calendar
    • Establish consistent social media presence, with features weekly posts
    • Provide editorial oversight for all social media content
    • Oversee freelance graphic designers, writers, photographers and videographers in coordination with the City's multi-media division, where applicable
    • Monitor, analyze and summarize marketing/social media data and trends to aid in decision-making by Command Staff
    • Provide ongoing training and development of the Social Media Team
 
The incumbent will work closely with Administration's Communication Manager to ensure adherence to the citywide communication policy, strategy and coordination of messaging. The primary responsibility is for collaborative development, design and production of comprehensive and coordinated informational and engagement campaigns, reaching Kent's diverse audience and implementing the department's informational strategies, which support the goals of the department and improve opportunities for new and/or expanded levels of awareness of projects, programs and departmental services.
 
In collaboration with Administration's Communications Manager and industry best practices, create and implement an effective public information strategic plan for the Police Department utilizing multi-platform communications plan including print, electronic, social media, television, internet, advertising and in-person engagement.  
 
Evaluate customer research, survey data, market conditions, and competitor data and incorporate findings into the engagement strategy. Utilize market research and other business and operational data to evaluate the effectiveness of current and completed engagement campaigns.
 
Implement engagement strategies to solicit public feedback, including in-person and electronic surveys. Document public feedback and report the findings to appropriate City staff and managers.
 
Assist departmental staff in developing, planning, organizing and implementing strategic concepts for advertising and marketing campaigns and promotions to increase public interest and awareness of services and events.
 
Schedule and coordinate with City multi-media division and other external services, where applicable, (e.g. designers, printers, photographers, advertising agencies, radio/video, media buying, mail house) to ensure campaigns, promotions, and other projects are completed on time and on budget; communicate with staff from various departments or divisions to coordinate activities and resolve issues and concerns.
 
Actively support the mission, vision, values and goals of the department and City.

 Education, Experience and Other Requirements:

Education:  
 
Bachelor's degree in marketing, communications, journalism or related field; and
 
Experience:
 
A minimum of five years of experience in the marketing field either working in an advertising agency or marketing office.
 
Or:             
 
In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to perform the essential duties and responsibilities listed above.

LICENSES AND OTHER REQUIREMENTS:
  • Valid Washington State Driver's License, or the ability to obtain within thirty (30) days of employment
  • Multi-lingual ability is desirable
  • Must successfully complete a background check according to the City of Kent Police Department guidelines
  • Subject to successful completion of periodic background checks
